What the test found

Paperclip dev server starts on 127.0.0.1:3100 with embedded PostgreSQL, migrations applied, typecheck passes for all 35 packages, and the fix for the container-specific IPv6 loopback issue allows ~530 previously-failing tests to pass.

Full test suite takes ~25 min. Patched IPv6 fix resolves ~350/374 failures. Server starts on port 3100 with embedded PGlite, health endpoint returns 200. One pre-existing flaky local-service-supervisor test remains in this container.
