Project installs, all 240 tests pass, CLI parses all subcommands, and HTTP server launches and responds to health checks with inference_url configured.

240/240 tests pass (12 skipped, all expected). CLI, CLI subcommands, and HTTP serve all run without code changes. The GPU-dependent server startup is expected to fail without models/hardware — correctly handled with a clear error message asking for PHAROS_INFERENCE_URL or model installation.
