The CLI monorepo package installs, typechecks, builds, and passes all 5741 tests on Ubuntu 24.04 with Node 22.23.3, with sqlite3 and lsof made available in the container environment.

Fixed 7 categories of test failures. All 324 test files pass (5741 tests, 37 skipped). CLI builds and runs successfully.

Argusic installed openharness in 45 minutes and launched it; verification reached Verified running for real. 7 of 7 recorded errors were worked through (see the timeline below).
