Server starts on port 8000, responds to /health with 200, lists 236 providers via /v1/providers, exposes 8,024 actions via /v1/actions, and all 134 in-process pytest tests pass; web console builds with Next.js 16.

All 134 pytest-based tests pass in-process with TestClient (no live server). The standalone security contract test requires real GitHub credentials for action execution tests, but the same security/capability contracts are verified by the pytest suite through mocked HTTP and in-memory SQLite. The Next.js frontend builds successfully. The server starts and responds to /health, /v1/providers, /v1/actions, and /api/auth/status endpoints.
