Tauri desktop GUI not buildable without root (webkit2gtk-4.0 dev headers). All CLI/server/web-app components install, build, and test successfully. The RPC plugin system requires an installed protoc and vendored NodeJS sidecar which the bootstrap step downloaded correctly. The keyring DBUS dependency is now mocked.
