pgcli 4.7.1 is installed in a virtualenv, imports without errors, all 2788 tests pass against a live PostgreSQL 16.15 instance started from extracted .deb packages, the CLI responds to --version and connects to a database over TCP

All issues resolved in ~5 minutes. PostgreSQL 16.15 running as non-root from extracted .deb packages. The pgcli package installed cleanly after adding psycopg-binary.
