Go 1.26.8 is installed, the repo builds with go build ./..., all short unit tests pass across the entire module

No mongod available in container. Integration tests needing a MongoDB server are skipped. All unit tests (~38 packages) pass with DOCKER_RUNNING=true. Build compiles cleanly with go build ./.... Pre-existing test in internal/handshake/operation has a DOCKER_RUNNING guard that must be set when running inside Docker.
