PromptCache builds, all 42 tests pass across 7 packages, the server starts on port 8080 with health endpoints responding 200, and semantic caching works end-to-end against a mock OpenAI API (cache miss on first request, cache hit on second identical request).

All 42 test cases pass (go test ./...), micro-benchmarks run (CosineSimilarity 376 ns/op). Added OPENAI_BASE_URL env var to OpenAIProvider for mock compatibility. E2E verified: first request cache miss forwarded to mock provider, second request cache hit (stats confirmed hits=1, hit_rate=0.5, stored_vectors=1).

Argusic installed prompt-cache in 15 minutes and launched it; verification reached Verified with mock services. 3 of 3 recorded errors were worked through (see the timeline below).
