OSMExpress tested by Argusic Runner

What the test found

osmx C++ binary builds, runs expand/query/extract on real OSM data, test suite passes (27/27), Python osmx package installs and reads databases correctly.

All 9 'Not Run' ctest entries are protozero's own tests (pbf-decoder, reader_tests, unit_tests) which are not part of OSM Express. The project's own osmxTest passes 27/27 assertions. Real end-to-end exercised: ./osmx expand OSM XML -> ./osmx query -> ./osmx extract -> Python osmx readback, all returned correct data.

Argusic installed OSMExpress in 10 minutes and launched it; verification reached Verified running for real. 3 of 3 recorded errors were worked through (see the timeline below).
