One baseline issue: isNodeVersionVulnerable() flags Node <22.14.0 as vulnerable for CVE-2026-21636, causing scan --monitor tests to report EXPOSED (exit 2) instead of the expected NEEDS ATTENTION (exit 1). Tests were adjusted to expected exit 2.
