PipeCD Go binaries build and run, 126 Go packages plus all 192 web tests pass, and the controlplane serves HTTP/admin/health endpoints backed by locally stood-up Redis, MinIO, and MariaDB mocks; only the pkg/oci test remains unfixable without a Docker daemon.

Mocks stood up: Redis 7.2.5 built from source (PONG), MinIO RELEASE.2024-05-10T01-41-38Z built from source (health 200), MariaDB 10.11.11 (SELECT VERSION()=10.11.11-MariaDB). Full controlplane launched against them: logs 'successfully loaded control-plane configuration', 'successfully connected to file store', 'successfully connected to data store', gRPC on 9080/9081/9083/9086, admin on 9085, http on 9082. Probe results: admin /healthz=200, /version=c007af0, /metrics=200, web / returned 200 with built index.html and assets, 9080 returned 415 (gRPC HTTP/2).
