This is a GitHub Action (helm/kind-action v1). Inside a non-Actions container without Docker, the install-only path works fully: kind v0.33.0 and kubectl v1.37.0 download, SHA256 verify, and execute. Full cluster creation, registry, and cloud-provider paths require Docker daemon access which is absent. Cleanup script handles missing docker/kind gracefully with ignore_failed_clean=true.
