What the test found

7310 mock-tier tests pass (1279 unit/auth/storage + 3872 services + 2159 API) after fixing Python 3.12 compatibility issues: 3 production files needed `from __future__ import annotations` for deferred TYPE_CHECKING evaluation, test_vcs_rate_limit.py needed corrected source file paths, test_api_opa.py needed isolated temp directory for OPA binary downloads, and test_deleted_workspace_pulumi.py needed a uuid7 polyfill.

Integration tests (tests/integration, tests/db, tests/helm, tests/ai_eval, tests/meta) and E2E tests require Docker Compose with Postgres, Redis, and LocalStack which are not available in this container. All unit/services/API tests pass with the temporary Python version constraint relaxation.
