OpenTelemetry Collector core library (v0.161.0-dev) builds from source, binary reports its version, validates example configs, and starts/runs/stops with OTLP receiver, memory limiter processor, debug exporter, and zpages extension.

Performed full build of otelcorecol binary, ran test suites across 60+ Go submodules (all passed). One pre-existing test failure in service module (TestServiceTelemetryZPages/ipv6) is due to container lacking IPv6 support, not a code issue.
