Utopia server compiles, starts, applies migrations, and passes all 100 tests on a self-contained PostgreSQL 16 + pgvector instance running locally.

End-to-end verified: Rust build succeeds, PostgreSQL 16 + pgvector runs, migrations apply, all 100 tests pass (53 unit + 47 integration), and the HTTP server starts on port 1516.
