The LiteLLM Agent Control Plane Rust binary compiles from source, its full test suite passes (211 passed, 0 failed, 7 ignored for missing live credentials), the server starts on port 4000, /health returns 200, and /v1/models returns configured models.

Rust toolchain was not pre-installed; installed via rustup. All 211 tests passed, 7 live tests ignored (require ANTHROPIC_API_KEY/CURSOR_API_KEY). No code changes were needed — the project built and ran on first attempt. The only initial difficulty was a config format issue (missing general_settings wrapper) in my hand-written test config, which was a user error, not a project defect.
