Two pre-existing test failures remain: TestHarnessWorkflowSchedulesLiveProviderMatrix (requires CI-only .github/workflows/harness.yml not in this checkout) and TestSSEBroadcaster_ClientCount (flaky SSE timing test). Neither is caused by the environment.
