Rust data-plane workspace builds gateway v1.6.3, headless-client v1.5.14, and http-test-server; 789 library tests pass; http-test-server responds 200 on its /bytes endpoint.

Installed Rust 1.98.1 via rustup. Built 3 binary targets (gateway, headless-client, http-test-server) and all core connlib libraries. Ran 789 library tests: all passed, 6 ignored (needs admin/sudo). Verified http-test-server serves 200 on /bytes endpoint, firezone-gateway --version prints 1.6.3, firezone-headless-client --help shows correct usage. The Elixir control plane and relay eBPF require system packages or Docker not available in this container.
