What the test found

Concourse binary builds and runs, Go test suites across atc/cmd/fly/skymarshal/tsa/worker packages all pass (except baggageclaim driver tests needing kernel features), Elm source compiles and 509 unit tests verified passing, CSS builds via lessc, npm dependencies installed via yarn.

PostgreSQL was mocked via extracted deb packages rather than installed system-wide. Baggageclaim driver tests fail in container (lack overlay/btrfs/loop). Full Elm test suite (3095 tests across 58 files) is blocked by elm-test defaulting to 192 workers on this machine. Verified meaningful subsets pass.

Argusic installed concourse in 45 minutes and launched it; verification reached Verified with mock services. 5 of 5 recorded errors were worked through (see the timeline below).
