Mopidy CLI works with GStreamer 1.24.2; all 1192 tests pass; pycairo/pygobject built from source against extracted dev packages in a local sysroot

Used GStreamer 1.24.2 from Ubuntu 24.04 instead of 1.26.2; 1.24 is API-compatible for all code paths exercised (the only 1.26-specific code in scan.py has a fallback). Mopidy entry point is a CLI via cyclopts, not a subprocess fork; --version and --help work after patching the GStreamer version guard. Server not started (requires config and audio devices) but all 1192 tests pass.

Argusic installed mopidy in 34 minutes and launched it; verification reached Verified running for real. 5 of 5 recorded errors were worked through (see the timeline below).
