Monorepo JS/TS packages install, build, and test successfully; Ruby backend gems (spree_core, spree_api) cannot run without Ruby >= 3.2, PostgreSQL, and bundler

JS/TS side fully verified. Ruby gems (Rails API) cannot be exercised without Ruby runtime and PostgreSQL. pnpm install had one non-fatal warning about missing CLI dist (resolved by build). All 8 test suites passed (1155+ tests). CLI binary at packages/cli/dist/index.js answers --version with 3.1.0. All 12 turbo build tasks succeeded. Container has Node 22 (upgraded from system 18 via nvm), pnpm 11.1.1, no Ruby/psql/bundler.
